A.   BACKGROUND (BG)

B.   Updated Commentary

 

1.   Further to KQU 3533 dated 29.8.25, being an important matter, we would inform you about Unannounced load shedding of electricity in Karachi, K-Electric sought for response by SHC on JI Petition (Attachment 179.1) in the ensuing paragraph, with emphasis in bold & Underline for quick reading.

 

2.   The Sindh High Court has sought a response from K-Electric on the issue of unannounced load shedding of electricity in various areas.

 

3.   According to details, the Sindh High Court heard a petition filed by the Ameer of Jamaat-e-Islami, Karachi against unannounced load shedding of electricity in various areas of the city.

 

4    The court sought arguments from the lawyers regarding the admissibility of the petition.

 

5.   K-Electric's lawyer took the position that the Supreme Court has ruled that NEPRA should be consulted on technical matters related to load shedding, adding that there are many reasons for load shedding, including line losses.

 

6.   During the hearing, Justice Iqbal Kalhoro remarked that those who pay their bills on time and do not steal electricity should be provided with uninterrupted electricity. If even one house in the street pays its bill, it should not face unnecessary trouble.

 

7.   Justice Kalhoro raised the question of why K-Electric does not implement a prepaid card system, to which the lawyer took the position that it is necessary to formulate a policy for this.

 

8.   The court remarked that if work were to start today, this system could be completed in 5 years, but its implementation must begin at some point.

 

9.   K-Electric's lawyer said that steps have been taken to prevent electricity theft since privatization, but when ABC cables were used to prevent theft, propaganda was spread that copper was being sold, and 70 percent of the city was exempt from load shedding.

 

10.   The court remarked that a system should be created under which consumers cannot use electricity without a card. On this, the lawyer for K-Electric said that the court's suggestion would be conveyed to the relevant authorities.

 

C.   Multiplication

(c) Govt Saving of Rs 1.4 billion

(d) A huge counter effect of 4 Federal Sales Tax types.

(e) Unannounced Load Shedding by KE as well as Other XWAPDA DISCOS

 

We expect that you would support and be a Member of the JI, whose workers are taking risks and working in your Favour; and Against Unreasonable Prices due to Capacity, Line Losses, etc; and will atleast multiply. 

 

Otherwise, be ready for constant increases in Electricity Bills with different methods, inspite of Govt claims of New Agreement and Saving,  nothing will be transferred to the public by bills reduction.
